Ok simple, go outside of home and north, pickpocket the farmer till 40.
Here you have 2 choices- Stay on farmers or move to gaurds, your choice. (I stayed on farmers :D; Gaurds are in ardongue)
At 80 go to ardongue and pickpocket Heroes like never before!

In no time youl'l be 99 theive
